1889 City of Chicago asking Chicago Rock Island & Pacific Railroad Co for favor

1st - I AM NOT A BUSINESS AND DO NOT HAVE POSTAL PICK-UPS TWICE A DAY  so please allow me IF needed an extra day or 2 to get to the Post Office.
Sorry but sometimes, not always, the colors are off/yellowish when my is taking picts of bright things.
l acquired a small lot of RARE railroad/railway related and other old envelopes, stamps, ect. and of mostly defunct railroads.
I don't know what any of these pieces may bring but just incase they are actually as rare as I think they may be, I'm keeping my "BUY IT NOW" values high.
It was obviously different back then but to me I can't think of a word that would better describe this letter than asking for a "bribe"? When you ask for a "favor" and will show your appreciation?
This letter has grae graphics and is in very nice condition with a nice watermark.
